A Library-wide role in seeding a new copyright culture at UNB

Engagement with copyright issues has emerged naturally in UNB Libraries’ environment. It has grown and been nurtured as a vital element of the scholarly publishing landscape and the sometimes thorny issue of access to academic resources. Since establishing a Copyright Officer position in 2008, we have been viewed outside the libraries as leading the university’s response to the recent changes in copyright policy. Our dealings with copyright have naturally evolved into an institutional advisory role, as we help weed through this transitional time. As an institution, our copyright strategy has revolved around a system of copyright compliance that involves most of our librarians. This structure is embedded in our liaison role. Front line staff working with course reserves are critical to our system because they are often the first point of contact for course instructors and students. Our overall structure for dealing with copyright issues benefits the library because it recognizes our expertise, enhances collegial relationships on campus, and provides the university with a robust system that has permitted continual reflection and assessment.
In this session, we will discuss our homegrown strategies in the context of our library system, what roles have been taken on and by whom, and how the culture of copyright has blossomed at UNB over the past several years. This session will allow for a sharing of best practices from other institutions in addition to time for Q and A.

3D Printing in an Academic Library – One Year Later

The idea of bringing 3D printers to libraries has gone from concept to reality in the past year. The new service has been spreading rapidly the world over. That reality has sparked a debate. Should we or shouldn’t we? Are we blinded by technolust or stepping up to meet an emerging need?
One of the key pieces of evidence necessary to inform the debate is some idea of what students actually do with a 3D printer. Are they printing downloadable trinkets or unique creative masterpieces? We’ve found that the truth lies somewhere in between.
We’ll discuss what we’ve been seeing at the Dalhousie Libraries since we began offering 3D printing to our students in June 2012. We’ve seen some trends in usage and we want to share what we’re learning as our service continues to evolve.

Driven in part by the success of the open access movement and a proliferation of self-publishing platforms, many academic libraries have launched new services under the rubric of Scholarly Communications. These services typically include research repositories, data archives, journal and book publishing platforms, open access author’s funds, and faculty outreach around licensing agreements, author’s rights, and new models for academic publishing. Many CAUL-CBUA institutions have launched at least one initiative in this area, and are looking for ways to expand their scholarly communications offerings. This paper will present the preliminary results of an assessment performed by CAUL-CBUA’s newly formed Scholarly Communications Committee. We will provide an overview of the development of Open Access initiatives and scholarly publishing activities at member institutions, will assess the major challenges facing these fledgling services, and will consider ways in which CAUL-CBUA institutions might work together to continue to develop and promote these new directions. Finally, we will consider the development of Atlantic region Scholarly Communications services in the larger Canadian context.

In 2012 the Robertson Library relaunched IslandScholar, its Institutional Repository. This presentation will describe how IslandScholar responds to the needs outlined in the institution’s Research and Open Access strategies, highlight the features of the new repository framework, describe the repository’s workflow and how we seeded our repository, how we address copyright issues, and the growth in content including theses. We will describe how we are preparing our framework to allow LAC to harvest our e-theses.

The University of PEI has developed an innovative approach to managing its collections, especially in the context of difficult decisions regarding budgets. Working from an evidence-based decision-making philosophy, this presentation will demonstrate the use of Google Docs along with usage data from all available sources including the catalogue and server logs, and locally-designed indexing overlap analyses to make new subscription, book budget allocation, and subscription cancellation decisions.

Can a small academic library successfully merge with a much larger library system in just three months? Yes, it can! In 2012, the Nova Scotia Agricultural College’s MacRae Library joined the Dalhousie Libraries family, with positive results for all. Teams worked on 11 major projects to ensure a smooth transition of services for the Dalhousie Agricultural Campus community for September 1. Eleven stakeholders currently share space in Dalhousie University’s Killam Library Learning Commons, with services ranging from research assistance and the IT help desk to tutoring, GIS & data services. Although some partnerships already exist between service providers, the future challenge lies in finding new and effective ways for these partners to collaborate among themselves. There is also an opportunity to incorporate new technologies to enhance the student learning experience and help increase retention. With that in mind, recent initiatives have been undertaken to help foster new partnerships and deploy new technologies in the commons.

In a world where commerce is king and the public good is a poor second on a good day, libraries are struggling and effective advocacy is needed more than ever. APLA's Advocacy Interest Group was launched late October 2012. The IG's primary function is to act as a support to the APLA Executive in its advocacy role, and to the individual members of APLA in their own local advocacy efforts. This session will update APLA members on the work accomplished to date, reflect on effective advocacy, and invite member discussion and feedback on current advocacy efforts and future plans.

The changes to the Copyright Act made by the Copyright Modernization Act attempt to balance the rights of users and the rights of creators while bringing the legislation in line with modern technology. So what are users’ rights when they are accessing resources online where creators can specify their own terms of use? What happens when fair dealing conflicts with an agreed-upon licence? How will digital locks restrict or prevent lawful uses? In this session, we will explore these issues and discuss their impact with regard to:

Expanded fair dealing under the Copyright Act amendments and Supreme Court of Canada decisions
Educational exceptions in an online learning environment
Using publically available materials on the web
How licensing impacts users’ rights
Digital locks under the Copyright Act amendments This session will introduce participants to two major issues: users’ rights to access and use resources and libraries’ ability to support these user rights in a changing digital environment.

Libraries are being bombarded with disruption, whether it be technology, budget challenges or maintaining knowledgeable staff to respond to a rapidly evolving information landscape. The challenge of declining public funding to libraries of all types has become an overriding concern to all of us, and no library is immune. This session emerges from a series of presentations given over the last decade that suggest the need for libraries to be more disruptive, especially by leveraging open philosophies and technologies. The opportunities to harness disruption (both from within and outside the Library) are significant and libraries need to respond to this opportunity rather than react to the disruption. In one example, UPEI is faced with a 100+% increase in a key journal database: is the appropriate response to cancel the subscription due to cost pressures and leave it at that or are there other options? The speaker will provide updates on efforts at the University of Prince Edward Island and elsewhere, highlight new challenges and opportunities and facilitate a discussion on libraries and change. Come ready to disrupt.

Digital collections are a priority for our community. Students, genealogists, researchers and the curious will more often head straight to online resources before digging through physical archives. At the same time, government cutbacks and economic times have shifted the responsibility of access to and preservation of our digital collections to the local keepers of culture. So how do you share your stories and community collections in a way that is sustainable and connected to the larger network of a shared digital heritage? Every collection—whether its shoeboxes of photos, Council records, oral histories or local newspapers—reflects the unique quality of your community, but digitization projects all have similar patterns and challenges. Through the use of smart tools and technologies, and by pooling resources, sharing expertise and collaborating, local collections can be sustainable, managed locally and discovered globally.

The Island has a long history of communities cooperating, and that tradition continues in the evolution of the PEI Legislatives Documents Online project. This presentation will describe how the project leverages the skills, expertise, physical and human resources of the Public Archives and Records Office of Prince Edward Island, the Legislative Assembly of Prince Edward Island, the Government Services Library (part of the Public Library Service), and the Robertson Library at the University of Prince Edward Island. The presentation will also highlight the digital collection framework, the browse and search interface, and the content produced by the project partners including the Journals of the Legislative Assembly of PEI (1894-2011), biographies of members of the Legislative Assembly, and a growing collection of audio and images.

Go Local! Telling Your Community’s Story

Every community has a story and libraries are uniquely positioned to tell it. With the help of a $5000 grant from Libraries and Archives Canada, Halifax Public Libraries launched a pilot program, “Lest We Forget”. The program, now in its second year, has proven hugely successful, helping us to connect in meaningful ways with students, teachers and community groups. Using copies of primary documents, library trainers, provide an eye-opening glimpse into the realities of war and the lives of soldiers. Local History & Genealogy Librarian, Joanne McCarthy and Regional Reference Services Manager, Darlene Beck will share how the program was developed, materials used, promotion strategies and more! If time allows, Joanne and Darlene will also highlight other successful local history programs – our Literary Walking Tour, and Titanic program series.

Staffing 21st Century Libraries: Atlantic Canadian Perspectives

This session will present research results from the pilot phase of a research project funded by the APLA Memorial Trust. Atlantic Canadian public libraries are essential contributors to civic life, yet there is a significant gap in the literature concerning the important individuals who work in them. As an increasing number of experienced librarians prepare for retirement, and job descriptions are altered in response to organizational changes and fiscal restraint, the topic of human resource management is of particular importance for public libraries. Our research addresses the gap in understanding through a focused study of human resources using the lens, in particular, of hiring and retention practices. Such practices are impacted by key organizational characteristics, such as administrative and governance structures, collective agreements, employment equity, HR needs assessment practices, training and development budgets, etc.
This pilot study includes an analysis, comparison, and evaluation of human resource policies and practices in different public library systems in Atlantic Canada. We provide insights gleaned from semi-structured interviews with key informants drawn from leaders and human resource managers in public libraries. We frame all of our analyses within the broader context of human resource literature.The session contributes new information pertinent for many types of library, with particular relevance for public libraries, and draws firmly on Atlantic Canadian examples. The presenters will engage with the audience through several interactive components throughout the hour, finishing with a general question and answer period.
